Catalyst calendar
  • Fall / winter 2026 — DC Council vote on the 200-vehicle-cap bill; Philadelphia PennDOT certification; NJ Assembly committee action on S1677 / A3968.
  • January 2027 — NY Executive Budget: watch for a re-filed AV proposal (Hochul withdrew the last one on Feb 19, 2026).
  • Jan – June 2027 — NY legislative session: S9038A (ban), S10413 (TLC/medallion licensing), S10473 (upstate pilot). Committee movement in Transportation is the tell.
  • Any time — a new NYC DOT testing application (Waymo has said it will return); TLC rulemaking notices; Cybercab FMVSS exemption decision at NHTSA.
Why the medallion angle matters

S10413 would make the NYC TLC autonomous-taxi license available only to medallion owners. If that language survives, the ~13,500 medallions become the scarce gate to the robotaxi market rather than a stranded asset — a complete inversion of the Uber-era thesis.
