New York State
BlockedVehicle & Traffic Law §1226 requires a driver to keep at least one hand on the wheel. The 2017 AV demonstration program (renewed each budget) allows supervised testing by exemption only — no commercial driverless service anywhere in the state.
New York City
No active permitsNYC DOT runs the city's AV testing permit program (announced Aug 2025). Waymo held the only permit — 8 vehicles, safety specialists required, Manhattan and downtown Brooklyn — and it lapsed March 31, 2026 without renewal under Mayor Mamdani.
New Jersey

Connecticut & Massachusetts
DormantConnecticut's 2017 pilot law (P.A. 17-69) allows testing in up to four municipalities with a driver present; no active robotaxi program. Massachusetts has no AV statute; Boston hosts Motional's HQ and past testing under a city MOU.

Can I ride a robotaxi in New York City right now?
No. New York State law still requires a human driver with a hand on the wheel, and New York City has no active autonomous-vehicle testing permit since Waymo's expired on March 31, 2026. No operator offers public rides anywhere in the state.
Is Waymo coming to NYC?
Waymo says it wants to and has tested in Manhattan and downtown Brooklyn with safety drivers. Commercial service requires the State Legislature to change the law and NYC to issue permits. The 2027 legislative session is the earliest realistic window; most observers expect service no sooner than 2028.
Will the Tesla Cybercab operate in New York?
Not under current rules. Beyond New York's driver requirement, the Cybercab has no steering wheel or pedals and needs a federal vehicle-design exemption before any state can allow it. New Jersey is also weighing a bill that would exclude camera-only systems.
Where is the closest place a New Yorker can ride a robotaxi?
Philadelphia is likely to be first: Waymo has tested there since August 2025 under a state law that already permits driverless operation, and a commercial launch is possible by late 2026. Washington DC is not expected before 2028.
